Don't confuse REST with HTTP. Although HTTP (and the WWW) is what Roy used as the basis of his thesis, the overall architectural approach behind REST is not specific to HTTP.

Web-dav is a restful API until you look at the locking actions. The server has to maintain lock state - I don't see how the client could hold it.

Restful is great for alot of things but not everything.
It is not that useful if you want to switch the transport to JMS (centralized transport configuration and policy mgmt).

Restful Web Services is definitely the book to start with. Once you're done, give me a shout and I'll point you at some other source too.

Dylan, from what I've read so far, parameterized GET is still restful as long as you obey the rules of REST for GET. Meaning as long as you are not doing changes to the state of the resource, parameterized gets are ok.

One thing that I fail to grasp is how a 'restful' request is different from a parameterized GET request. It is less uniform yet more powerful and it still has the benefit of little complexity as opposed to WS-*.

You probably want to take a look at http://www.restlet.org/. The only truly RESTful framework. It's very stable and been in high volume production environment.
